Copy and past her head onto a naked woman ( important to note that the picture your pasting her head onto is within a reasonable size. You don't want a over pixelated head on top of a clear view background.) Also, make sure that the head is facing a reasonable direction. Make size adjustments with the free transform options. Use the blur tool to clean up the edges. Hell, if you want to work with shading then ctrl+L and play with the levels until it looks nice. Good luck with your freakish task.
